39. An Attack on Secretary Albright

Under the title "The Sullen-Faced Secretary" (In spoken Arabic: "The Immoral Woman") the editor of the official PA daily, Hafez Al-Barghouti writes of the American Secretary of State, Madeleine Albright:

"In the past, when Madeleine Albright served as the representative of her country and Israel in the UN, she adopted vulgar and insolent positions against the Arabs and later would sweet-talk them. But after becoming Secretary of State and discovering her [Jewish] origins, she stopped sweet-talking. Two days ago she declared that settlement is legal, a position that contradicts the stated American position for decades.

"... the position adopted by Albright indicates that she has reached the stage of immorality in the popular sense of the expression.

"She is no longer perturbed by Arab condemnations. The lady visited the region and spat like a snake in the face of Arab statesmen. They praised her and would have sang love songs to her were it not for her advanced age and the fact that she has passed her prime and is no longer fit for anything, except serving Israel and defending it..."

40. Solidarity with Carlos

Salutations to Carlos and to a Lebanese journalist sympathizer, Carlos the man who fought American "imperialism" and will spend the rest of his life in jail.

In an article dealing with Carlos's trial, Khalil Al-Sawahri identifies with Carlos and his struggle and concludes:

"...A humble salutation to you Carlos as well as to you Lebanese journalist 'Asem Al-Jundi for publishing a book in London a few days ago entitled The Other Face of Carlos or Carlos the Man ... The man who has spent his life fighting American imperialism and who will spend the rest of his life in the darkness of dungeons."

41. PA support of Iraq

The PA has sanctioned a rally in Ramallah in support of Iraq's struggle against the US. The advertisement denounced the aggressive American policy against "our people in Iraq."

"A large rally with many participants will take place today in Ramallah under the banner 'Victory to Palestine and Iraq' in support of the Iraqi people's struggle against the US.

(An advertisement appeared in Al-Quds, signed by the PLO factions, which called for the public to participate in the rally in Ramallah "to denounce the aggressive American policy against our people in Iraq... Victory to Palestine and Iraq!")

PA: WTC "Earthquake" Shakes American Arrogance

Up until the day after the massive terrorist attacks in New York and Washington, the Palestinian media was voicing increasingly virulent anti-American sentiment. In the immediate aftermath of the attacks, there was a sudden reduction in direct anti-US rhetoric, and more subtle references to America having to rethink its superpower status.

The following excerpt from an editorial, 'Give Peace a Chance' and the caricature below illustrate the ongoing anti-Americanism expressed in the Palestinian Authority.

Note the use of the word earthquake here, implying that the attacks were a natural disaster.

"Three weeks after the earthquake, the Americans had to revise [their thinking] on many issues, perhaps the most important of which is its foreign policy that regarded others from an exaggerated sense of superiority [that] caused it not to see things clearly. PA TV: Starving is preferable to US Food

Introduction

These two photos are frames from an hour-long Palestinian Authority TV film broadcast today, July 4th. The clip, depicting the hardships of Jenin, includes a child and an elder pushing away food brought by aid workers. Although the box does not have the full lettering - "USAID" [United States Agency for International Development] - the PA message is explicit, stated by one of the residents: "Enough of these nice lies, we're sick of fraud and deceit. Tell the deceiver: the people will die of hunger ... [we] will not live in humiliation!"

PA daily: Bush and Blair are Nazis

The Palestinian Authority [PA] newspaper often bolsters its anti-Western and anti-American writing with hateful articles and graphics it selects from other Arab press. This week, it reprinted political cartoons depicting George Bush and Tony Blair as Nazis and portraying the US War on Terror as a cover for American policy aimed at controlling Arab oil.

The following appeared in Al-Hayat Al-Jadida, the official PA daily:

At a ceremony in Gaza, under the heading "Palestine and Iraq in the same trench," 25 Palestinian families of Shahids [those who died for Allah] received grants from Saddam Hussein totaling $280,000.

Sketches of Arafat and Saddam Hussein appeared together on a poster beside the Iraqi and Palestinian flags.

During the ceremony support was expressed for Iraq in its coming battle with the United States and one of the speakers, the poet Omar Khalil Omar "praised the role of Iraq and the Commander Saddam Hussein, and stressed that Iraq's land will be a graveyard for the American soldiers..."

PA TV: Bush - Blood and Poison

Anti-American incitement continues to be expressed regularly from different areas of the Palestinian Authority. On the eve of July 4th the PA organized a demonstration in support of Arafat and attacked what they called US "meddling." The TV news editor chose to focus on a poster mocking Bush that had the words: "The American people deserve a president better than Bush." Bush's name is shown dripping blood next to the skull and crossbones, the symbol of death and poison.

The TV news anchor's words:

"The American Administration's attempts to meddle in the Palestinian people's internal affairs, to impose its conditions on the Palestinian leadership and the attempt to depose the leader, Yasser Arafat, caused thousands to rally in a giant mass procession expressing total rejection of this meddling."

PA Defines USA as an Enemy of Islam

Introduction

The Palestinian Authority (PA) has consistently seen Iraq as one of its closest allies. Palestinian enmity towards the United States dates back to the First Gulf War, when Palestinians supported Iraq in its attack on Kuwait. Iraq has recently gained even more status in the PA due to Iraq's support of its terror war against Israel.

Especially prominent are the large financial grants that Saddam Hussein has given to families of suicide bombers in public ceremonies televised on PA TV.

For these reasons the PA's policy has been to side openly with Iraq in regards to the coming war and continues to send Iraqis messages of support combined with vicious expressions of hatred directed at the United States.

This past Friday, in the official Sermon on PA TV by religious figure Ibrahim Mudayris, America is defined as "the foremost enemy of the Muslim Nation" and is compared to the Pharaoh of the Bible who said, according to Islamic tradition, 'There is no God besides me...' The US war against Iraq is said to be an imperialist war over oil, and the war on terror is said to be the guise for the theft of the oil. Attacks on US policy appears regularly in the PA media.

The following is an excerpt of the sermon:

"America is the first-degree enemy of the Palestinian people and the Islamic and Arab Nations. Yes, America is the foremost enemy of this people. America is the foremost enemy of the Muslim nation, because it has started a war against this Arab, Islamic people... Iraq possesses far more oil ... than the oil reserves in the Kingdom of Saudi Arabia, and America wants to have control over the oil. Therefore it has created various methods and fabricated lies and deceit in order to enter into a war against Iraq... America is behaving like Pharaoh at this time; I only see within America what we saw and heard from Pharaoh, the curse of Allah be upon him. America is behaving like Pharaoh right now. It is telling the whole world, 'There is no God besides me...' [Surat Al-Katzetz, verse 38].

"The entire world is standing there saying no to war against Iraq and no to war against the Arab nation. Yet America is saying what Pharaoh said; 'There is no God besides me...'

PA NGOs Defy US, Refuse to Sign Anti-Terror Document

Palestinian NGOs have defied the US by refusing to sign a declaration that they will not use USAID grant money for terrorist purposes. This is a major challenge to the US administration, which sees the elimination of Palestinian terror and terrorist organizations as an integral component of US policy.

The US has conditioned new funding agreements with Palestinian NGOs upon their signing an appendix declaring the funding will not be passed on to terrorists. The PA NGOs are refusing to sign.

The Palestinian NGO opposition is universal, following a meeting of representatives of many NGOs who unanimously agreed they would not sign the American document, and called for disciplinary measures to be taken against any Palestinian organization that does. The Palestinians called the US anti-terror appendix "provocative," and called on the NGOs to refuse American aid, as was done during the Jenin battle, rather than sign.

In spite of the significant sums of money given to the Palestinian through USAID, the organization was maligned at the event, one speaker calling USAID a "destructive" organization, whose purpose is to "damage" and "corrupt" Palestinian organizations.

The following is the declaration that the Palestinian NGOs refuse to sign:

"The beneficiary institution further certifies that it will not provide material support or resources to any individual or entity that it knows, or has reason to know, is acting as an agent for any individual or entity that advocates, plans, sponsors, engages in, or has engaged in, terrorist activity, or that has been so designated, or will immediately cease such support if an entity is so designated after the date of the referenced agreement."

A Palestinian newspaper made clear that the purpose of US policy was fully understood by the Palestinian NGOs,

"Another appendix ... includes the names of Palestinian individuals and bodies that the United States considers to be terrorists, and therefore prohibits any cooperation with them such as the Hamas, the [Islamic] Jihad, the Al-Aqsa Martyrs' Brigades, the Popular Front [for the Liberation of Palestine], the Democratic Front [for the Liberation of Palestine], etc."

Organizations refusing to sign the American anti-terror document include the Mizan Center for Human Rights, The Red Crescent (the Muslim branch of the Red Cross) and the Federation of Sanitation Activities. The refusal is based on the PA policy that refuses to see the murder of Israelis - including suicide bombings - as terrorism. The current opposition to suicide bombings, as is often stressed within the PA, is because of the current political condition that makes suicide bombings politically detrimental, not because suicide bombings are terror. Suicide bombings are defined as "legitimate resistance."

The Palestinian organizations say they do not want to be "captive to the funding conditions" set by the US.

The following are texts from articles that have appeared in recent days showing the uniform rejection by PA NGO's of the American terms.

"Relations between the American Agency for International Development [USAID] and the Palestinian civic organizations are undergoing a true crisis. The American Agency has announced that its signature [i.e. the granting of aid] is conditioned on agreements with Palestinian organizations receiving grants [from USAID], and from [other American] non-governmental private voluntary organizations, upon the inclusion of the following appendix:

"The beneficiary institution further certifies that it will not provide material support or resources to any individual or entity that it knows, or has reason to know, is acting as an agent for any individual or entity that advocates, plans, sponsors, engages in, or has engaged in, terrorist activity, or that has been so designated, or will immediately cease such support if an entity is so designated after the date of the referenced agreement."

"Additionally, this appendix is connected to another appendix ... that includes the names of Palestinian individuals and bodies that the United States considers to be terrorists, and therefore prohibits any cooperation with them such as the Hamas, the [Islamic] Jihad, the Al-Aqsa Martyrs' Brigades, the Popular Front [for the Liberation of Palestine], the Democratic Front [for the Liberation of Palestine], etc."

"Many experts and representatives of private institutions are warning against signing the document, which includes the conditions imposed by the American Development Agency, USAID, on funding Palestinian institutions. They explained that the civic organizations are not political institutions, and therefore the United States' demand lacks any legal validity, because it is of a political nature. They also emphasized that it is important to stand with the network of private organizations, which reject this document and to prepare a memo that will be signed by the private institutions and published in the press, and to take disciplinary steps against members of the network of private organizations that violate the accepted policy [by signing]...

"Senior officials and representatives of many institutions were present at the conference that was held at the hall of the Red Crescent Organization in Gaza. The director of the Red Crescent Organization, Dr. Chaider Abd Al-Shaffi, stated: 'The objective behind the message that was received from this American institution regarding financing and aid is well known. The basis of the rejection of the United States' request, is that our institutions are not political...'

"[Abdul Aziz Abu Qaraya said] the position against this document that is emerging in the [West] Bank and in the [Gaza] Strip should be solidified, because it relates to all of the civic institutions, including [political] parties. The goal is to contend with this US provocation and its provocative conditions. This provocation indicates a pro-Israel political position.

"The representative of the Federation of Sanitation Activities, Dr. Rabah Mohana, stated: 'From the experience with the Agency for Development [i.e. USAID], it emerges that we are talking about a destructive institution, because it creates a link with salary and administration in order to turn the organization captive to the funding conditions. The Agency for Development is subordinated to the US State Department, and it executes its policies. In addition, it has no connection with private institutions, but in actual fact the agency executes American policy in order to damage civic institutions...'

"The director of the Mizan Center for Human Rights, attorney Issam Yunes, stated: 'There is no legal basis for this document. This document should be boycotted, including the local authorities, political parties and universities. These institutions should reject this document completely, as it puts them in great danger. We should publicize a list of any institutions that agree to the conditions in the document.'

"Amar Sheban, the economist, called for the adoption of the position that was taken while the events took place in the Jenin refugee camp, when American aid was rejected."

"Yesterday the network of local Palestinian organizations conducted a meeting of civic institutions. The subject was the problem of the conditions imposed by the American Agency for Development USAID ... following the rejection by Palestinian civic organizations of this step, since it imposes conditions upon funding of the Palestinian developmental institutions.

"The network and the committee emphasized the refusal of the institutions [to accept] this appendix. They considered its content to be a clear violation of the Law of Charitable Organizations and Palestinian Local Staffs, section 1 of the year 2000, in which the institutions declared their absolute obligation to implement all of its clauses. They stated that the appendix in the joint agreement [with USAID] is a breach of the sovereignty of the local Palestinian activities, which could diminish the ability of this important sector to continue and participate in the development and growth of Palestinian society.

"The Committee and the network have made clear that the Palestinians have declared, on several occasions, their sweeping opposition to terror - and therefore the linkage between legitimate resistance and terror is considered non-suitable to the Palestinian reality."

"Needless to say, the signature of the Palestinian civic organizations on this appendix will place them in a great principal and practical dilemma...

"It is clear that the Palestinian civic organizations and the United States disagree fundamentally in their definition of terror and terrorist activities. The civic organizations distinguish between actions and activities for national liberation and terrorist acts as the latter are expressed through actions carried out by the forces of the Israeli occupation, which are definitely a type of state terror against an unarmed people...

"We believe that the American Agency for International Development needs to reassess its decision regarding the signing of the appendix mentioned above, especially while the appendix and its content create a precedent to perpetuate the principle of conditional funding which contradicts the principle of independent local action..."

PA cartoons: Bin Laden deciding US elections

The Palestinian Authority (PA) continues to revere Osama Bin Laden, and even suggests that he has the power to dictate America's future. In response to Bin Laden's taunting and vaguely threatening message to the US, released Saturday by Al-Jazeera, cartoons in two PA dailies today show a gloating Bin Laden determining the outcome of Tuesday's US presidential election.

The first cartoon shows a rifle-toting Bin Laden, triumphantly astride the conquered ballot box, while George Bush and John Kerry - depicted as much smaller and weaker than Bin Laden - cower below him.

The second shows a smirking Bin Laden casting what is obviously meant to be the deciding vote in the US election.

The tone of the cartoons reflects the PA's continued admiration of Bin Laden. Palestinians danced in the streets after the terror attacks on September 11, 2001. The PA-controlled media has continued to celebrate the anniversary of 9/11 with mocking cartoons, such as a fearful Uncle Sam running in terror from an image that depicts both the Twin Towers and the date, 9/11.

Today's cartoons suggest that should he choose, Bin Laden has real power to determine the future of the US - just as the train bombings in Madrid are believed to have changed the outcome of the Spanish elections.

PA TV Sermons: Tsunami caused by Jews and US;
Palestinians long for destruction of America

As today's elections for the Palestinian Authority Chairmanship approached, the PA increased the level of hate promotion by its leaders. The most widely reported incident was a January 5 speech by PA leader Mahmoud Abbas in which he twice referred to Israel as the "Zionist enemy." What has not been publicized, however, is the general increase in hate promotion from other media venues controlled by the PA.

For example, after a few weeks of very moderate Friday TV sermons, including one in which the imam actually read from a prepared text, the PA decided to return to the hate promotion that has been much more common for these sermons. This past Friday, Sheikh Ibrahim Mudayris preached about the corruption of the Jews, even blaming the recent tsunami disaster on the Jews and America. The previous week, he preached about the Palestinians' longing for the destruction of Israel and America.
